There are at least 2 meps which deadlines are in two days so you will be able to host your own mep soon

For opening a MEP there has to be less then 7 MEP so does that include closed MEPs too.

I actually use a free program called GIMP 2.0 :) It's kind of like Photoshop, but a little bit less complicated, doesn't have as many effects, and is, of course, free ^^
